Brussels-Capital Region : IP transmission for data and video in the tunnels

On octobre the 5th 2006, the Ministery of the Region Brussels-Capital placed an order to Tein Telecom for the supply and commissionning of telecommunication equipment for the transmission over fibre of data and video (MANBRU project).

The equipments are installed into technical rooms of the division « Special techniques » of the Administration, as well as in different locations operated by Public Safety authorities such as le Local and the Federal Police, and Fire Brigades.

The whole system is built as an IP network in view of integrating the following applications :

  • Exchange of video images
  • Telemaintenance of the tunnels
  • Data, VoIP
  • Multipurpose Display Panels
  • Telemaintenance of the street and fountains lighting 
  • Management of the traffic lights
  • Quality control of the air in the tunnels


The system supplied by Tein Telecom is based on a Gigabit Ethernet architecture ; the switches and routers are sourced from Enterasys. The general availability of the system exceeds 99,999%, which represents a maximum cumulated downtime of 5 minutes per year.

Because of the requirement for concurrent display of videostreams in multiple locations, Tein Telecom offered for this project industrial codecs which support the multicast mode. At the initial deployment phase, the network will support 300 cameras.
